Order of Business for sitting of 1 March 2023, first sitting of the spring session

The Speaker of the Kurdistan Parliament Dr. Rewaz Faiq calls MPs to a sitting on Wednesday 1st March 2023 at 11am, the 1st ordinary sitting of the spring session of the fifth year of the fifth term of Parliament. The Presidency of Parliament announces the order of business of the sitting as follows:

1) Holding a minute's silence in remembrance of the martyrs of Kurdistan and Iraq, followed by the national anthem.

2) Opening of the spring session of the fifth year of the fifth term of Parliament by Speaker Dr. Rewaz Faiq, followed by the Speaker’s speech, per Article 7 (paragraph 1) of Parliament’s Internal Rules of Procedure.

3) Statements of no longer than three minutes by the heads of the parliamentary parties on the opening of the fifth Spring Session of the fifth term of Parliament.

4) The first reading of the following legislative proposals and draft resolutions, per Article 78 (paragraph 5) and articles 79 and 80 of Parliament’s Internal Rules of Procedure:

(i) Legislative proposal on Prevention of Torture and Ill-treatment in Kurdistan Region - Iraq.

(ii) Legislative proposal on Prevention of Scientific Plagiarism.

(iii) Legislative proposal on the Centre for Translation of Scientific Resources in the Kurdistan Region.

(iv) Draft Resolution on the Burial of Martyrs.

(v) Legislative proposal on the Second Amendment to Law No. 3 of 2019, Law on the Ownership of Illegally Taken or Used Land in the Municipalities of Kurdistan Region - Iraq.

5) Voting on the Bill on Labour in Kurdistan Region, per articles 90, 91, 93 and 96 of Parliament’s Internal Rules of Procedure.

6) Voting on provisions of the following laws that have been returned to Parliament by the Presidency of the Kurdistan Region, per Article 95 (paragraph 1) of Parliament’s Internal Rules of Procedure:

(i) Law No. 8 of 2022, the Law on Seizure of Contraband and Prohibited Goods in Kurdistan Region – Iraq, which was partially returned to Parliament under the Kurdistan Region Presidency’s Decision No. 15 of 2022 for a review of point 7 of paragraph 2, and for the removal of paragraph 3 of Article 3.

(ii) Law No. 11 of 2022, the First Amendment to the Law on Environmental Protection and Improvement in Kurdistan Region - Iraq, which was partially returned to Parliament under the Kurdistan Region Presidency’s Decision No. 16 of 2022, for a review of paragraph 3 of Article 42.

(iii) Law No. 17 of 2022, the First Amendment to the Law on the Kurdistan Region Shura Council, which was partially returned to Parliament under the Kurdistan Region Presidency’s Decision No. 1 of 2023, for a review of paragraph 5 of Article 13.

7) Voting on requests by the following honourable members to resign from their membership of Parliament, per Article 25 (paragraph 2, points 1 and 2) of Parliament’s Internal Rules of Procedure:

(i) Sherko Jawdat Mustafa (Kurdistan Islamic Union, KIU)

(ii) Abubakir Omar Abdullah Saeed (KIU)

(iii) Esmail Ali Taha (KIU)

(iv) Sarchnar Ahmad Mahmood (KIU)

The Presidency of the Kurdistan Parliament decides and announces the order of business of this sitting according to Parliament’s Internal Rules of Procedure, Article 5, Article 16 (paragraph 1), (Article 18 (paragraph 3), Article 20 (paragraphs 1, 2, 3, 4, 5), articles 47 and 48, Article 52 (paragraph 1) and articles 54, 55, 56 and 57.
