MPs and Canada’s Institute on Governance discuss problems with Iraq Federal Financial Management Law

Kurdistan Parliament Deputy Speaker Hemin Hawrami on 24 November opened a workshop for MPs by Canada’s Institute on Governance on the distribution and allocation of federal government funds, and the Iraqi Federal Financial Management Law, Iraqi Law no. 6 of 2019. Members of Parliament’s legislative and financial committees took part in the workshop, as well as Mr. Francis Piedero, the First Secretary at the Canadian Embassy in Amman, Jordan for Iraqi Development Programs, and Mr. Steven Tyrne, Director of Canadian Government Programs.

Deputy Speaker Hawrami said, “We dispute some provisions of the Federal Financial Management Law, because parts of these provisions are incompatible with the Iraqi Constitution and violate the rights of the Kurdistan Region.”

The Institute on Governance explained the purpose and law, which was passed by the Iraqi Council of Representatives this year. The Institute, MPs and Parliament staff discussed the mechanisms for implementing the law and Kurdistan Region’s Constitutional and legal rights.
